As we wait to see if Congress will increase coronavirus relief fund (CRF) appropriations for state and local governments, our state government is continuing to make allocations from its current CRF share. On Sept. 8, the Office of Financial Management allocated another $357.8 million. With these allocations, the state government has $752.8 million left.
The new allocations include:
- A total of $32.1 million to the departments of Commerce, Corrections, Ecology, Natural Resources, and Revenue and the Health Care Authority, Joint Legislative Services Committee, and Attorney General for “state General Fund expenses incurred in response to the coronavirus pandemic in fiscal year 2020.”
- $57.4 million to the Department of Health for “expenses incurred in response to the coronavirus pandemic in fiscal year 2020.”
- $45.1 million to the Department of Children, Youth, and Families for “Working Connections Child Care enrollment expenses incurred in response to the coronavirus pandemic in fiscal year 2020.”
- $223.1 million to the Department of Social and Health Services for “state General Fund expenses incurred in response to the coronavirus pandemic in fiscal year 2020 and for March to June 2020 Aging and Long-Term Support Administration and Development Disability Administration provider rates, and to the Economic Services Administration for coronavirus response activities.”
Additionally, in August, Gov. Inslee announced that the state would allocate $125.9 million of its CRF share to cities and counties. The Department of Commerce has since said how much of the new allocation will go to each jurisdiction. (This is on top of the $297.0 million the state allocated to cities and counties in May.)
The tables below show the combined amounts (May plus August) counties and cities have been allocated. For counties, the allocations now range from $300,000 for Garfield County to $36.6 million for Clark County. For cities, the allocations now range from $30,000 for 61 towns to $10.0 million for Spokane. (King, Pierce, Snohomish, and Spokane counties and the city of Seattle received direct payments from the federal government.)
