Running tally of 2019 revenue legislation, 5th edition

I’ve updated our table showing the revenue impacts of tax bills passed by the Legislature this year. It incorporates new information from updated fiscal notes and from the official outlook adopted by the Economic and Revenue Forecast Council earlier this week.

Note that although the fiscal note for SHB 1406 says that the revenue effects would be non-zero but indeterminate (because it is unknown which jurisdictions would choose to levy the affordable housing sales tax), the official outlook assumes that the bill will reduce revenues from funds subject to the outlook by $51 million in 2019–21 and $53 million in 2021–23. I’ve added the estimate assumed in the outlook to our table.
