More details on how federal funding will be used for economic support, as applications are open for a new round of small business grants

Last week I wrote about the additional allocations of the state’s share of the federal Coronavirus Relief Fund (CRF) that Gov. Inslee made for economic support. The Office of Financial Management has now posted the official allocations of these funds (here and here), totaling $135 million:

  • $15 million for low income home energy assistance,
  • $20 million for residential rent assistance,
  • $30 million for Washington State Recovery Fund Loans for Businesses,
  • $20 million for business assistance grants,
  • $30 million for “Business and nonprofit organization assistance with rent, mortgage, utilities, and other business expenses,”
  • $18 million for “Historically disadvantaged small business owners,” and
  • $2 million for “Small business resiliency technical assistance contractors” (see here).

According to the Department of Commerce, $50 million of the $70 million in new business grants will be used for Round 3 of the Working Washington Small Business grant program. “The remainder will go towards funding qualified businesses that applied in earlier rounds of our resiliency grant program.” (Here’s more on that program.)

As I noted last week, with these allocations, I count about $111 million remaining of the state’s share of the CRF. Note, though, that in the Appropriations Committee meeting this week, staff estimated that the state has about $150 million left. Their figure looks at what amounts have been approved and how much of those approved amounts have actually been obligated.
