Yesterday the House Appropriations committee approved its 2016 supplemental operating budget proposal. The committee adopted several amendments, but new numbers reflecting those changes have not yet been released. As proposed, the budget would increase 2015-17 spending by $466 million. Today the Senate Ways & Means committee chair has released his supplemental operating budget proposal. It would increase near general fund-state plus opportunity pathways (NGFS+) spending by $49 million. It would not increase taxes. Transfers from other accounts to the general fund-state (GFS) would total $49.1 million; this includes $14 million from the marijuana fund, $10 million from the public works assistance account, and $10 million from the performance audit account. (The Appropriations proposal would also make these three transfers. Here is a letter from the Auditor's Office saying they don't actually have $10 million in unspent reserves.)

For wildfire costs, the W&M chair proposes transferring $173 million from the GFS to the disaster response account. He would not use the budget stabilization account. All told, the unrestricted ending fund balance in 2015-17 would total $474 million. The unrestricted ending fund balance in 2017-19 would be $5 million (but note that this proposal does not make the accounting changes in the four-year outlook that the Appropriations proposal does).
