Last week we published a two-page comparison of the capital budgets that have been passed by the Senate and House.

New today is a more detailed look at the proposals: Senate- and House-Passed Capital Budgets Include About $1 Billion for Public Schools. Briefly:

• The Senate and House have both passed 2017–19 capital budgets.
• The Senate would appropriate $3.995 billion.
• The House would appropriate $4.152 billion.
• The budget area in which the two chambers are farthest apart is governmental operations.
• Both budgets would appropriate $97.1 million for public works assistance account loans to local governments.
• The House would appropriate an additional $105.0 million for PWAA loans in 2019.
• Both budgets would provide $118.0 million for drinking water construction loans.
• Both budgets would appropriate $210.0 million for the water pollution control revolving program at the Department of Ecology.
• The Senate would appropriate $857.3 million and the House would appropriate $802.4 million for higher education.
• For public schools, the Senate budget would appropriate $1.087 billion and the House budget would appropriate $1.095 billion.
