As I noted yesterday, on Tuesday the House Appropriations Committee passed a supplemental operating budget. The final numbers incorporating amendments are now available.

As proposed by the Appropriations chair, the budget would have increased 2015-17 spending by $466 million. As passed by the committee, it would increase 2015-17 spending by $476 million.

The biggest change is that the version as passed adds an additional $9.0 million for the state need grant. The original proposal provided funds to maintain service at the fiscal year 2015 level for 2016. The new proposal would maintain service at the FY 2015 level for 2016 and 2017.

Additionally, Appropriations passed SHB 2988, which would appropriate funds from the budget stabilization account:

• $90.6 million for local effort assistance,
• $155.3 million for fire suppression costs incurred during the 2015 fire season,
• $34.4 million for fire service resource mobilization costs, and
• $37.2 million for homeless assistance.
