Gov. Inslee’s budget vetoes didn’t significantly change appropriations

Gov. Inslee vetoed some sections of the 2024 supplemental operating and transportation budgets. (He did not veto any sections of the capital budget.) The vetoes have only a modest impact on appropriations.

According to the state’s fiscal data (updated today), the enacted budgets (reflecting the governor’s vetoes) appropriate just a few million less than the budgets as passed by the Legislature. In the operating budget, appropriations from funds subject to the outlook (NGFO) decreased by $2.1 million and appropriations from all funds decreased by $3.8 million. In the transportation budget, appropriations from all funds decreased by $1.6 million.

Consequently, revised 2023–25 appropriations (including the enacted 2024 supplementals) are:

  • $71.945 billion from the NGFO (an increase of 15.8% over 2021–23),
  • $140.927 billion from all funds (including the NGFO) in the operating budget,
  • $14.713 billion from all funds in the transportation budget, and
  • $10.314 billion from all funds in the capital budget.
