Sen. Andy Hill, chair of the Ways and Means Committee, has released two new budget proposals. The first is PSSB 6051, which would maintain the current level of appropriations for July, in case the Legislature doesn’t pass a new biennial budget before the end of the fiscal year. (Here is the summary document.) It would appropriate $2.688 billion.
The second is PSSB 6052, a new full-biennium budget. (Here’s the summary document.) Compared to the Senate’s May 28 proposal, this one increases spending by $367 million, to about $38.2 billion — about the same as the combined spending amount in the House’s two budget proposals from earlier this week.
Some highlights include $157 million for a one-time K-12 compensation increase (over and above the I-732 COLA), $38 million more for early learning and child care, $31 million for a 9 percent increase in Temporary Assistance for Needy Family grants, and an additional $13 million for the Opportunity Scholarship. The proposal would reduce funds for the College Affordability Program by $26 million.
As Kriss notes, the Senate’s proposal is accompanied by a new revenue bill. The budget assumes $126 million in additional resources.
