On Friday, the state Senate passed a 2018 supplemental operating budget. It would increase near general fund–state plus opportunity pathways (NGFS+) spending by $1.117 billion over enacted 2017–19 appropriations. (Another $25.2 million would be spent from the proposed dedicated McCleary account.) Floor amendments added $3.9 million to the version that was passed by the Ways & Means Committee. An updated outlook is not available.
Also on Friday, the House worked on its budget proposal, but it held off on final passage. The House adopted Chair Ormsby’s striker, along with other amendments. As amended Friday, the supplemental would increase NGFS+ spending by $380.4 million over enacted appropriations. (Another $105.2 million would be spend from the proposed basic education account.) Amendments adopted since the version passed by the Appropriations Committee reduced spending by a net of $5.2 million. This small figure belies the substantial policy changes in public schools that were adopted as part of the striker. (See here for more on those.)
The outlook for the House budget that is expected to be voted on today shows unrestricted NGFS+ ending balances of $2.254 billion in 2017–19 and $409 million in 2019–21.
