For the 2024 supplemental operating budget, the Department of Commerce has requested an increase of $448.3 million from the general fund–state (GFS). That includes $315.0 million for a federal funding adjustment. (According to Commerce, it needs additional spending authority for eight federal grants it is applying for.)

Other notable budget requests include:

  • $15.0 million in 2023–25 and $60.0 million in 2025–27 for digital equity-focused navigation. The digital navigation program was originally funded in 2021–23, but, according to Commerce, ” the current allocation is insufficient to support unserved and underserved households with the necessary digital literacy skills, resources and internet capable devices.”
  • $20.0 million in 2023–25 and $40.0 million in 2025–27 for a small business disaster recovery financial assistance program, to “provide financial relief to businesses that sustain physical damage or economic loss due to a natural or comparable disaster that is not covered by insurance or state and federal emergency relief programs.”
  • $10.0 million in 2023–25 and $20.0 million in 2025–27 for clean energy ambassadors. According to Commerce, the ambassadors would “offer education, planning, technical assistance, and community engagement services across the state.”
  • $10.3 million in 2023–25 and $20.7 million in 2025–27 for rental assistance for adults exiting behavioral health systems of care, grants for youth engagement and leadership in homelessness crisis response governance, and housing assistance for youth exiting systems of care.
