On Wednesday, the House Appropriations Committee approved a supplemental operating budget that would increase 2021–23 appropriations from funds subject to the outlook (NGFO) by $6.264 billion. That is net of new policy and maintenance level savings.

Amendments in committee added $47.7 million in NGFO appropriations for 2021–23. A few notable amendments include:

  • $947,000 to fund HB 2124 and establish the office of state legislative labor relations
  • $400,000 to increase funding for the long-term care ombuds program
  • $7.0 million for small school districts in urban and suburban areas, charter schools, and state-tribal compact schools

As amended, the House supplemental budget would increase policy level spending by $7.420 billion. According to the updated outlook, the amended proposal would leave an unrestricted ending balance of $221 million in 2023–25.

Meanwhile, the supplemental approved by the Senate Ways & Means Committee would increase policy level spending by $5.673 billion in 2021–23. The chart compares the policy level appropriations in the proposals.
