Agency requests for the 2024 supplemental budget would increase appropriations by 4%

Many state agencies have submitted their funding requests for the 2024 supplemental operating budget. Altogether, their requests would increase general fund­–state (GFS) appropriations for 2023–25 by 4.2%. (These numbers are incomplete and preliminary, but the agencies included account for 97.1% of GFS appropriations in the original 2023–25 budget. As the chart below shows, the 4.2% requested increase for 2024 is the largest supplemental budget request going back to 2006.

However, the Legislature usually appropriates less than agencies request. Going back to 2004, the Legislature has only appropriated more than the agencies requested six times.

The largest increases for 2024 were requested by the Department of Social and Health Services (28.6% of total requested GFS increases), Department of Commerce (16.4%), public schools (12.9%), and Department of Corrections (11.8%). I’ll write more about notable agency requests in upcoming posts.
