Compromise supplemental budget would increase spending by $190.4 million

Yesterday the House and Senate announced that they had come to an agreement on a 2016 supplemental operating budget. Details were released late last night, and the Legislature is expected to vote on it today.

The supplemental would increase 2015-17 near general fund-state plus opportunity pathways (NGFS+) spending by $190.4 million. (The earlier House-passed budget would have increased NGFS+ spending by $478.4 million and the earlier Senate-passed budget would have increased NGFS+ spending by $33.6 million.)

Importantly, the compromise follows the four-year balanced budget law.

It would transfer $29.4 million from other funds to the general fund, including $16.0 million from the public works assistance account (PWAA). An additional $154 million would be transferred from the PWAA in 2017-19 ($73 million was already transferred in the enacted 2015-17 budget). Budget driven revenues would increase by $77.9 million, including $33.8 million from expected audit payments and $46.1 million from a royalty payment amnesty.

The compromise would leave an unrestricted ending fund balance of $577.5 million for 2015-17 and $9.0 million for 2017-19. It would use $189.5 million from the budget stabilization account for wildfire costs in 2015-17.
