Our overview of the 2012 supplemental passed by the legislature last week is here. Future briefs will focus on the reforms that were passed as part of the compromise, and readers should keep in mind that the governor will not act on the budget bill until May 2 (so the numbers are still in flux).

As passed by the legislature, spending is reduced by $636 million, of which $295 million is the result of policy level changes. The budget compromise includes legislation that both increases and decreases revenues (for a net increase).  Instead of shifting school apportionment payments, as previous proposals had done, the supplemental makes an accounting change related to local sales tax distributions.
