Higher education capital budget requests come mainly from UW and the community and technical college system

The community and technical college system (CTCS) and five of the six public four-year higher education institutions have made capital budget requests for the 2024 supplemental. (Washington State University has not requested anything for the capital budget.) Altogether, the higher education institutions are requesting $199.7 million in 2023–25 and $288.2 million in future years.

Of the higher education capital requests, the largest are from the University of Washington and the CTCS.

The enacted 2023–25 capital budget appropriated $234.7 million for UW. UW has requested an additional $54.9 million in 2023–25 and $284.2 million in the future. The request includes $5.8 million in 2023–25 and $284.2 million in future years for a new chemical sciences building and renovations of chemistry spaces in Bagley Hall.

It also includes $48.9 million in 2023–25 from the climate commitment account (carbon allowance auction proceeds) for UW’s FY 2024 energy renewal program, which includes things like installing central cooling water distribution utility piping and replace gas boilers.

For CTCS, the enacted 2023–25 capital budget appropriated $448.0 million. CTCS has requested an additional $104.8 million in 2023–25. The request includes $43.7 million for a Center for Vocational and Transitional Studies at Lower Columbia College and $47.9 million to replace the Performing Arts building at Columbia Basin College.
